Tagging and releasing SRRD version 0.96-pre2:

We newly support checking of stopped services. For every service it's now
possible to sepparately decide if the service should be checked in the
STARTED state, in the STOPPED state or in both. The service may fail in
eighter of those check executed by the service's hook_check() service
primitive.

Added $self→{status_error_message} and $self→{status_error_timestamp} to
SR::Service. These get set when SR::Service→hook_failed($msg) gets called
by a decendant of the SR::Service. hook_failed() calls do_setstatus($msg)

Added installation of the SR::* library to the configure scripts and
makefile. It gets installed to /usr/lib/perl5/site_perl/5.8.0/.

Added checking of started AND/OR stopped services.

Added prelimary hook_cgi support. The CGI can be called by pressing the
'Configure' link on the service summary page or on the config summary
page. Parameter passing is still missing through.

SRRD is now able to cluster unrealircd and epona services.
