20.08.2003 - Release of version 0.96-pre3:

Finished hook_cgi() as well as the default hook in SR::Service::Hooks.
Every Service is now able to edit its state variables if configured
with $self→{EDITABLE} == 1

Parameter passing works, every cgi hook can query $self→http_param(<name>)
to get cgi parameters.

Fixed multiple small bugs in Delegate and Tomcat.

Added new services Unreal IRCd and Epona.
