merged branches/update-hook 521:550 to trunk

merged changes from branches/update-hook which implement the synchronous config
update feature as promised. a service is now able to automatically call the
update hook in a configured intervall. the user is also able to trigger the same
update hook over the web based gui.

when the update hook gets triggered it gets called on _all_ nodes which have the
service active. this meants that the nodes all call the update hook at nearly the
same time!

the update hook will implement configuration pulling from a subversion repository.
this is one of the feature we will implement next.
