Added libcap support to SRRD.

SRRD now supports the Quagga routing daemon and has dropped support for Zebra-ag.
This version relies on Quagga 0.96.4.

Fixed small bug on the service create page which prevented the creation of
services of the type Resource or Pysical Resource. Works now.

Extended SR::Service::NTP to support also stopped services, which will
automcatically fetch the time from the running service node when the
service primitive check gets called. This means all stopped and the started nodes
get synchronized to the time of the running node, which itself fetches the time
from multiple NTP stratum 2 and stratum 3 servers.

Extended and fixed SR::Service::Epona. Updated the SVN support for config files
and data of a service. Every SR::Service is now able to support SVN. Automatic
committing of changed files as well as alerting and reqesting operator support for
conflict resolution is supported. Services automatically fetch the newest data or
config files from SVn when starting.

Upgraded SR::Service::Tomcat to do touching and checking of pages in cycles and
not all in one check resulting in shorter run time of the check service primitive.

Added SR::Service::RDFNews which allows to read RDF news from arbitrary RDF URLs
to a IRC News channel using SR::Alerter::IRC and it's interface.
