 Obviously the richest of the richest wouldn't want to live on such planets of slums like Earth or Mars. With a project to terraform Venus, the richest people on Earth, quickly had enough money to cool Venus down to be able to survive on its surface. There are only small communes of mansions and villas on Venus. The live on Venus is luxurious and the planet is off limits for poor people.

There are many space stations around Jupiter and there are also some stations on the larger moons of Jupiter. The life around Jupiter is dominated by money and the will of the large companies. Government has not much influence in this area. Pirates are most common in this area and are also hired as mercenaries against other companies or government.
