Select subversion users to migrate

Which of the users listed in /var/svn/svnusers of the old server should be migrated??

I created a list of recent and/or "important" users based on following rules:

• all users with 100+ commits
• all users with 10+ commits that were active in the past 2.5 years
• all users with 1+ commits that were active in the past 1 year

I assume these are all users that are likely to use SVN again on the new server. If I forgot someone, we will create a new account.

As discussed yesterday, each user will receive a new unique random password. The passwords are emailed to the users once the new server is ready.

Mail accounts and/or forwardings are migrated in a separate step (see #444).
